He said that he found that such guidance Wes essential in an operation such a.a the PSB which he regarded as prinerily e acordinting device to pull together the planning of the several departments in the paychologieal field. 1 told him that from what I hsd seen of the TSB it was making aolid contributionnia coordinstion of paychological strategie planning and I hoped that Dr. Allen would keep the Board carrying on in these genoral directions. In my own general renarks I pointed out the extreme diffleulties under which be werd operating in the ourrent yeor. I sentioned the dangera through which us are now our course, the uncertainty of Congressional action in election year and the feet that we are dealing both with a long-range and a short-tera probles. The long- renge problem, of course, is to build in Burope sonet ing that will have enorgy and vitality in generations to come. The short-Fange problun is not to let the Soviet Union throw e monkey wreneh into these proceedings by finding Reana, such an the gang-hook with its bait of their most recent peace treaty proposals concorning Germany, to delay the necessary vital actions beyond 1952. I said that if they vere successful in delaying these actions beyond 1952 the Soviet Union could be fairly confident that the proposals thenselvos were dead and they vouldn't need to vorry about them further.
