Mr. Harriman called the Secretary this afternoon and,
among other matters, mentioned that he was concerned about one
word in the directive to Ambassadors. He said that he thought
that the wording which now provides for the Ambassadors to
have "general direction of the program" could much better be
changed to "general supervision of the program". He said
that in certain instances the use of the word "direction"
caused certain difficulties-which he did not elaborate. He said
that the word "supervision" removed some of these difficulties
and he much preferred it unless the Secreary felt strongly to the
contrary. The Secretary said that he at one time had been
closely in touch with this matter but had not been recently, and
indicated he would like to review it over here before getting
into the question. He suggested that Mr. Harriman and he
discuss the matter tomorrow afternoon at 4 o'clock when
Mr. Harriman will be here on another subject.
Mr. Newman of Mr. Heneman's office called me immediately
after this call and said he understood Mr. Harriman would be
calling the Secretary. I repo: ted the conversation to him and
he is working on a memorandum for the Secretary, bringing him
up to date on the matter.
