The Tugoslav Ambassador called on March 18, by appointment nado at bis request,
and, after discussing another matter cover in a separate menorandum, raised the
question of the tripartite economic aid discussions now taking place in Weshington,
with particular roforence to the Yugoslav investment progzam.
The Anbassador said that recent information he has roceived from the Interna-
tional Bank has disturbed him considerably. The Bank apparently is unable to
persuade the British and Prench to malce available storling and francs to anable it
to carry out the agroed investment progran assistance. He urged that the British
and Fronch be preased in the tripartite talks to implement their undertakings or
that the US endeavor to assist the Yugoalav investment program shrough other
sources, such as the Export-Import Bank. The Imbassador said that his government
has completed, or will conplete shortly, preliminary construction of various
plants contemplated by the investment program and that such plants are and will
be
awaiting the necessary nachinery to start production.
The Ambassador was informed that his previous representations in this con-
nection at his earlier call have been made known to Nr. Thorp, who is fully cognizant
of the problena involved and the importance of the investment program. In response
to nis direct request, I said that I will interest myself in the matter and will
be prepared to discusa it further with the Imbassador.
