HUMELSINE ARCHIVES NATIONAL SERVICE" RECORDS AND This morning after the Cabinet, Mr. Don Dawson told me that the matter of Ambassador Cowen to be Ambassador to Belgium had been completely cleared and approved by the President. I asked him whether he wished anything further or whether he would proceed to handle the matter when the proper time arrived. Mr. Dawson said it was customary to take two steps. One was to send a paper through the White House asking for permission to ask for an agrement. The second was to send over the nomination papers when the agrement was received. He said that he would like these two steps followed in this case. Therefore, when we are ready to ask for an agrement, we should send a paper to the White House to receive specific approval. I understand from him that this is purely a matter of record and does not involve any re- consideration.
