Yesterday the Secretary had a meeting with Mr. Bruce,
Mr. Perkins, Mr. Fisher and others regarding the Moroccan
case which Mr. Fisher is handling at the Hague Court.
The meeting resulted in a tentative conclusion that there was
nothing that could be done to recall a U.S. brief which has been
printed and distributed. It was decided that Mr. Fisher should
make an opening statement along the lines of that shown to the
Secretary. It was also decided that he could correct certain
errors in the brief in his verbal presentation.
Later in the day the Secretary expressed his concern to
me about this whole matter and his fear that we would end
up by undoing at the Hague what we had achieved in Paris.
He asked me to see ifat Mr. Jessup, who was present during
the discussions in Paris, had any further or different ideas
of action which we could take.
Mr. Jessup would like to get the pertinent papers
pulled together for him on this problem. They are the brief
which Mr. Fisher filed, a copy of the opening statement which
Mr. Fisher is to make, a copy of the protest which Ambassador
Bonnet has made (I believe this is included in a memorandum of
conversation with Mr. Bruce), plus any other relevant material.
Mr. Jessup has asked that the Secretariat get this stuff together
for him.
Can this be done as quickly as possible so that Mr. Jessup
will have a change to look over the material. Mr. Fisher has been
told to stand by at the Hague from a week from Monday on. This
does not allow much time and if Mr. Jessup has any further
suggestions, we will have to move fairly rapidly.
