Item 3. Reply to the Soviet Note.
: ARCHIVES SERVICE" "NATIONAL RECORDS
AND
I left with the President the draft tripartite reply to the
Soviet note explaining that it was most preliminary in character
and that when we were coordinating the final reply in Washington
we would seek guidance from the President.
