I inquired whether it was the President's wish as
we had heard that Mr. Phelps Phelps, present Governor of
Samoa, should receive an appointment as Ambassador to the
Dominican Republic. The President said that this was correct
and that he hoped that the Department could and would do this.
I saia that we would carry out the President's wishes.
