As instructed, the Secretary called Senator O'Mahoney,
Senator Smathers and Senator Maybank in an effort to enlist
their help in preventing Senator Kem from sending the con-
ference report back with instructions to include something
similar to his amendment.
Senator Maybank said that he had had to support the
amendment before because of political reasons and was not
sure what he could do this time. He said, however, that if
he could not support us, he would be absent from the Senate
and not vote.
Senator Smathers said that he was paired against the
action which Senator Kem would probably try to take.
Senator O'Mahoney said we "need have no fear of
him.'
The Secretary thanked all three profusely.
