Dr. Frank Graham
I spoke with the President about sending up Dr. Graham's
name. He will not send his name for any appointment now,
because the short time available will result in the defeat
of the nomination and that will prevent any sort of appoint-
ment. If the Congress is coming back later on, he will
consider doing so at that time.
