Wellington FE London RA U. s. GOVERNMENT PRINTING OFFICE 16-61120-1 Prime Minister Menzies called this afternoon accompanied by Ambassador Spender and Mr. Alan Watt, Secretary of External Affairs. The entire discussion related to the problem incident to the development of the Austrelian-New %ealand-United States Securi ty Pact. Time and Place of First Meeting The Prime Minister stated that he had talked on the telephone last night with Prime Minister Holland of New Zealand and that Holland had agreed that it would be possible for the New Zealand Kinister for External Affairs, Mr. Webb, to participate in a meeting during the summer if the meeting were held in Honolulu rather than Washington. The Prime Minister then put up this possibility to me as a proposal. I explained the problems created by my own schedule in that I would not return from my European and Brazilian trip until July 9, that I wanted to make it possible for Under Secretary Bruce to get away the latter part of July as he had assumed his duties here without any break after serving as Ambassador to Paris, and finally, that Congress would probably come back in August. After sone discussion I agreed, provided it was acceptable to the officials in the Pentagon who would also be participating, to a meeting in Honolulu so me tine during the first half of August. This was also contingent on receiving confirmation that this was acceptable to the New Zealanders. DECLASSIFIED E.
