    "ocrText": "-2-\nwill not be required indefinitely.\nlie think the time element is so short that the first step in\nproviding funds to the Iranian Government must be taken before any\nfinal and elaborate agreement could be worked out.\nWe therefore propose that the British and American Dovernments\njointly make our offer along the following lines to Dr. Mosadeq:\n1. The United States will make en inmediate grant of $10,000,000\nto the Iranian Government.\n2. The Anglo-Iranian oil Company or some other agency designated\nby the British Government will purchase from Iran all the oil products\npresently held in storage by the National Iranian 011 Company at the\ncommercial Persian Gulf prices less an appropriate discount.\n3. On the basis of the proposal discussed between Dr. Mosadeq\nand the British Charge' in Tehran on July 25, it would be agreed\nthat an arbitral commission consisting of three persons should be\nset up immediately to consider the question of compensation.
