GOVERNMENT PRINTING OFFICE 16-61120-1 Pursuant to understandings with the President on September 22 and 25, Mr. Acheson groke to Nx. George today to enlist his assistance in the negotiation vâth Mexico for an air transport agreement. The Secretary reviowed the prosent situstion and the recent eventa which led to his cencluaion that a negotiation unti unavoidable and that this country's beat interesta vould be served by the negotiation being conducted by Mr. Baker, The Secretary masarised his conversation with Mr. David Stove on Seturday afternoon, September 27, in which he stated finslly that be did not believe it demirable to have these negotiations conducted solely by the United States Ambessador to Mexico, and that he fully intended to obtain the essistance of en independent proven negotiator in this complex field, euch as Mr. Baker. Mr. Bokor indicated his mineure desiro to assist the Secretary and the ment in this matter, and abowed a real appreciation of the issues involved. Nevever, he felt that both be and the Decartment should conaider thoroughly the possible unfavorable comment that might in the future arise from the fact that he reteined on an indefinito bnais by Trans Morld Airlines, which company, though not interested in comarcial sviation betueen this country and Mecico, vas, however, the prima ecapetitor of Fan Airvays in the North Atlantic, Neer and Maddle Enst Consequently, it uss conceivable that Fan fumoriean might, if it felt advorsoly ffected by the negotiation, publicly raise an issue of prejudice DECLASSIFIED E.
