He said that if they kept talking along present lines they would get themselves and us so deeply committed that we would have to bring them back to reality with a thud by announcing that we had no intention of proceeding along the lines set forth by Quirino in his various announcements. The Secretary said that he appreciated that Quirino had to be cobled off, and that he would make this clear when he spoke with Romulo again. He said that he thought that Romulo was frightened enough by the prospect of a US announcement and the effect that that would have, to be counted upon to send a message which would make clear the US would make no announcement only if the Filipinos stayed within bounds. The Secretary spoke with General Romulo later in the evening and told him that there should be no announcements of any kind by anyone. He said he had told the Department not to go ahead with the announcement about which Romulo had spoken, but that Romulo should make clear to his Government that it too should cease any planned activity to give a further build-up to the American visits in Manila.
