Mr. Mornet said that he had spoken today with\nVon Brentanno, a German, who was in town in connection with\nSohuman Plan matters and who was very close to Chancellor Adenauer\nand that Von Brentanno had said that the line which Mr. Monnet\nhad taken with the Secretary in the conversation yesterday\nwas exactly the right line-i.e., he agreed that emphasis on\nthe military aspect alone in any pronouncement or statement would\nresult in an unfavorable action, whereas if a military aspect\nwere integrated with a reference to other collective efforts\nin Western Europe there would not be the same undesirable\nresult and that efforts at European integration would be aided.\nMr. Monnet then turned the conversation to the situation in\nGermany regarding EDC ratification and said that the matter\nwas going to take time. Mr. Adenauer had got his Government\ninto a bit of a jam by getting tangled up with the court\nmatter and would not be able to press for ratification before\nthe end of January, or perhaps February, and that he might even\nhave to take several months after that before pressing for\nratification. Mr. Monnet said that the United States had to\nunderstand that this process would take time but that it probably\nwould come out all right in the end and we should not lose patience\nor interest. The Secretary said that the unfortunate aspect is\nthat in the meantime there would be an adverse reaction in the\nUnited States. The Secretary believed it was essential in order\nto keep American attention on the development of European\nintegration that positive accomplishments, such as the development\nof the Schuman Plan Authority as had been described to him the\nday before by Mr. Monnet, must be built up and played up to full\nadvantage. He said the accomplishments of the Schuman Plan\nmust be promoted and publicized in order that they would gain\nattention in American magazines and newspapers. The fact that\nthe Schuman Plan Authori ty was going to announce the opening\nof the European market shortly; was preparing to announce the\nleveling of a tax in order to create a revolving fund for re-\ninvestment; and that on the 10th of January there would be a\nmeeting of the Assembly of the Schuman Plan must be well staged\nand promoted with a maximum of publicity.\nThe\nSecretary\nsaid that it was highly desirable to gain the interest of\nsuch correspondents as Mrs. McCormick, Walter Kerr,\nRaynond Swing, and other prominent writers, and to get full\nplay\nmop - SECURITY INFORMATION"
