RESTRICTED s CART of (gmm) 386 387 January 5, 1953 408 L - Mr. Bushong: On Saturday evening I called Judge Learned B. Hand in New York and told him that the panel which would review the John Carter Vincent case is now complete and that the White House would be releasing this information to the press at approximately 6:30 p.m. Judge Hand asked me the names of the other panel members and in- dicated that he did not know Howland Shaw nor Edwin C. Wilson. Judge Hand said that he desired to receive on Monday copies of all the necessary documentation. He said that he had read approximately half of the testimony before the Loyalty Review Board when he was in Washington last week, but that he desired to go over it all again and that he would have to read all the pro- ceedings before the Departmental Review Board. He then asked me how to get in touch with Mr. McCloy in New York. I told him that I thought Mr. McCloy was at the Hotel Pierre but that I would get Mr. McCloy's telephone number and address to him on Monday. This has been taken care of. Judge Hand then asked me when Mr. James Grafton Rogers was planning to come East and where the panel would meet. He said he had no information on this subject and that he thought that all members of the panel should be informed by the Department as to the physical arrangements contemplated to bring the panel to- gether. I said that I would ask the appropriate people in the De- partment to get this information to him on Monday. I added that it was my understanding that Mr. Rogers was planning to come to New York from Colorado on appreximately January 11 or 12. Judge Hand then said that he was particularly concerned regarding the record of proceedings before the Legislative Commission and wanted to know whether this record had been admitted as evidence before the Loyalty Review Board and/or the Departmental Review Board. He said that he thought it had not been before the Departmental Board but that he considered this a most important point and hoped that the appropriate persons in the State Department could give him precise E.0. 10501
