in Washington just prior to the meeting which established
the North Atlantic Council. Among other things, Acheson
indicated that he and Mr. Bevin agreed on the urgent need

for a Japanese peace treaty. Actually the problems of
United States policy toward Japan, the Occupation and a
peace treaty had been undergoing renewed and substantial
consideration in the Department of State since the spring
of 1949, and by the middle of October, a new draft peace
treaty for Japan had been prepared in the Department's
Bureau of Far Eastern Affairs. It was the first of several
prepared in the State Department in the fall and winter
of 1949. On November 9, Undersecretary of State James Webb
officially announced that "preliminary papers for a draft
of a peace treaty with Japan" were being studied by the

United States prior to their submission to other countries.
What factors or developments had led to this decision
to proceed toward a treaty are not completely clear. How-
ever, there was apparently a feeling, both in the State
Department and in General MacArthur's SCAP Headquarters,
that the Occupation was overstaying its welcome, that there
was little more that it could accomplish except increasingly
to incur Japanese ill will against the United States and
that if the United States wanted Japan as a friend and an
ally, the time was ripe to give her a peace treaty.
When at the end of 1949 the United States thus renewed
its efforts to draft and negotiate a Japanese peace treaty,
