However,
this is another story.
It might be assumed that if the Joint Chiefs of
Staff and other Defense Department officials were reluc-
tant to give up their command position in Japan prior
to the outbreak of war in Korea, they would be all the
more reluctant to do so after its occurrence. (This
would be particularly true once the decisions had been
made in favor of a large-scale commitment of American
air, sea, and land forces to the Korean struggle.) In
spite of these apparent difficulties, Mr. Dulles and his
State Department aides were soon able to bring the
military establishment to agree to an immediate start
of negotiations with the other powers involved. On
September 8, 1950, the President approved a joint memo-
randum submitted to him by the State and Defense Depart-
ments setting forth the general outlines of the peace
settlement to be achieved and authorizing the State
Department to proceed with its negotiation. An official
