Dear Dean:
Your deposition to hand and contents noted.
I think you have a good program blocked out and I have only
a few suggestions.
In connection with the bottom of page one or the tope of page
2, I would recall that one of the difficulties about our relations in the
Pacific area --in addition to the UK jealousy of our Anzus set-up-- was
the French fear of being left out. This posed for us the danger of setting
up a "white man's league" in an Asian sphere to the increasing detriment
of our relations with India and other Asian nations, including even the
Philippines.
In the difficulties of concluding a generous treaty with Japan
my recollection is that the bitterness of the Philippine hostility plus
their domestic political hullabaloo about reparations was a factor worth
noting. Re the San Francisco conference don't forget television !
I miss any reference to Indo-China which certainly worried us
many times. Maybe. that comes in when you discuss France, or maybe it
fits better at the top of page 3.
I like the suggestion about Latin America. We would certainly
want Eddie Miller to join in on that.
To be sure I still hope we can devote a little time to the
general UN problem and I think you have brought out my point of view.
I think I said in my previous letter however that it was this last
Assembly which particularly showed a loss of leadership; we have had our
ups and downs. Impartially speaking, your handling of the Korean issue
boosted our stock. Our stand on Tunis and Morocco which I think we could
not have avoided) and the usual Palestinian pestilence played us down.
The quality of our permanent representative and the composition of our
delegations are factors --this is very clear these days. Did you read about
Mason Sears asking the Trusteeship Council to pass a resolution commend-
ing a black African for killing a lion with a six-inch knife while the
lion was chewing a white African ?Your friend Krishna Menon moved that the
meeting adjourn at once! However, I don't think we ought to take up any
subject unless you feel it worth while enough for you to make your com-
ments. As I said last time at Princeton, it would be a different kind of
animal altogether if some-one elsemerely laid out his ideas on a subject.
Of course I, and I would be sure Dean Rusk, would be glad to pitch in and
help.
