under the Mutual Defense Assistance program, and
on November 3rd the State Department announced
that it had opened negotiations on bilateral
agreements under the Mutual Defense Assistance
Act with the Atlantic Treaty countries scheduled
to receive aid.

for collective security for submission to the

in Paris on the 29th and approved a broad plan

HST had just released the first installment,
about $ 30 million, of US aid to Western Europe
under the Mutual Defense Assistance Act. This
sum was taken from the $ 100 million that Congress
