The Defense Committee met in Paris December lst
to consider the plans for the defense of the
Defense Committee
North Atlantic area drawn up by the Military
Committee and the Production and Supply Board.
A subsequent communiqué said in part: "The Defense
Committee arrived at unanimous agreement on and
gave. full approval to the following actions
(a) strategic concepts for the integrated defense
of the North Atlantic area; (b) provision of a
program for the production and supply of armaments
and equipment; (c) coordination of planning be-
tween the various regional groups. " The communiqué
also said that the meetings of the Defense Com-
mittee and of the Military Committee had "con-
cluded the essential tasks of organization and
formulation of agreed objectives necessary to
carry out the defense provisions of the North
Atlantic Treaty, " and that the principles agreed
upon in Paris would !constitute the basis for
further effective efforts by the parties, indi-
vidually and collectively, toward strengthening
the common defense. "
The Financial and Economic Committee held its
first meeting on December 19th in Paris, with
Harriman as US representative It set up a work-
ing group and decided to establish its head-
quarters in London.
MAP bilateral agreements
On December 16th a State Dept. spokesman said that
initial drafts of bilateral agreements had been
negotiated
delivered during November to those North Atlantic
Treaty countries that had asked for military aid
under the Mutual Defense Assistance Act and that
negotiations were proceeding smoothly with several
of the countries. It was implied that Britain was
not one of these countries, that the British were
concerned that the bilateral agreement should be
so worded that the British would not be prevented
from sending outside the Atlantic area either
