    "ocrText": "(Page 6)\nCongress approves,\nThe Senate approved (56 to 21) on October 2nd the compromise\nHST signs\nversion of the bill, and three days later the House also\napproved (234 to 98) it. On the 10th HST signed it, des-\ncribing it as \"constructive\" and \"hopeful legislation.\nHe noted that the amounts authorized were less than he had\nrequested, but he agreed that they would bring \"substantial\nhelp to those who are eager to help themselves.\"\nAppropriations\nCongress began work immediately on a mutual security appro-\nbill passed\npriation bill. Action was completed by October 20th, when\nboth houses passed a compromise measure. The bill appro-\npriated $7.3 billion for the program and, in addition,\nmade available $817 million in funds previously allocated\nfor foreign aid, but still unexpended. It included $5.8\nbillion for military aid and $1.4 billion for economic\nassistance, as well as $100 million for \"military, economic,\nand technical assistance\" to Spain. Of the total, $4.818\nbillion was for military assistance in Europe and $1.022\nfor economic assistance. The Senate also approved Harriman\nas Mutual Security Director.
