"If, on the other hand, the Chinese have been led either by ignorance
or by some other means to precipitate a really grave crisis in the
world, then that must be met with all the resolution, and all the
soberness, and all the wisdom at our command. We hope that is not
the case. It would be a tragedy of the most colossal nature if
that were so, and, therefore, we must explore carefully and wisely
every possibility of ending this Korean aggression in accordance
with the principles of the Charter of the UN. "
On November 16th HST emphasized this same policy at his news con-
ference. He also urged all members of the UN Security Council to
support a six-power draft resolution submitted on the 10th which
called on the Chinese Communists to withdraw their forces from
Korea.
Also on the 16th, HST's statement was read at a meeting of the
Security Council by Gross, after Malik had read into the record the
statement of Chou En-lai of the 11th. Malik told the Council that
he would veto the joint draft resolution calling for the withdrawal
of Chinese Communist troops from Korea. He declared that the only
basis for a settlement would be the withdrawal of all "foreign"
forces from Korea.
Peiping Comments On the 17th a Peiping radio broadcase said, in part: "Observers
here noted the pretended surprise evinced by American spokesmen
that anyone could think for one moment that the Americans harbor
aggressive intentions against China. It is not convincing anyone
here
The Chinese people have the record and can judge for
themselves, America has lied and smashed her way across the world
to Chinese territory and into it, has seized Chinese Taiwan and is
threatening another neighbor, Vietnam."
The first item on the agenda of the Security Council on the 17th
was the question of Chinese Communist intervention in Korea. How-
ever, since no member expressed a wish to speak on the subject, and
since no attempt was made to put the six-power draft resolution to
a vote, the Council proceeded with the next agenda item.
Izvestia
On November 19th "Izvestia" charged in an editorial that the US
Comments
was seeking to establish in the Security Council a formal basis
for a UN-sanctioned open attack upon Communist China. The editorial
said that the US government was conducting a provocative and
aggressive policy against the People's R epublic of China and
"uttering threats directed at the Soviet Union." The article
stated also that the Soviet people were capable of defending Soviet
soil with arms, if necessary.
