The statement said: "It is logical to assume that these forces have withdrawn to rear areas to regroup and re-organize. The probability that many North Koreans are training and regrouping in Machuria must not be overlooked for, in that privileged sanctuary, they would be safe from UN air attacks. " The Marines On December 7th martial law was reimposed on Seoul, as Communist Break Out of advances continued all along the line. On the 9th advance guards the Trap of the Marines retreating south of the Changjin Reservoir linked up with the relief column from Hamhung on a mountain road leading back to Allied east-coast bases. On the same day it was officially announced that the east-coast port of Wonsan had been successfully evacuated. The main body of Marines and infantrymen had broken through the Chinese Communist trap by the llth and had joined other UN units in the Hamhung-Hungnam beachhead. Also on the 11th MacArthur issued a communiqué, after a visit to the combat zones, which said, in part: "The UN command, in spite of its recent heavy fighting, is in excellent shape with high morale and conspicuous self confidence. Although heavily outnumbered, it has come through in a superior manner. The tactical withdrawals forced upon us by the over- whelming superiority of enemy numbers have been conducted with skill by the field commanders and the display of much gallantry by all forces concerned. They have been made in good order with unbroken cohesion among the various components. Every possible advantage has been taken of the fortunate premature disclosure of find fare with burns. surreptitious enemy buildup operations designed to encompass our destruction by one massive stroke. "This enemy plan has failed. All our units are intact and the are p- losses inflicted on the enemy have been staggering, estimated by local commanders in the field as high as 10-to-1 compared to our own We have been forced to give ground but our fighting capacity has suffered little general impairment. Notwithstanding the enormous danger inherent in the drastic change in the nature and capability of the enemy force, I consider that the command for the time being is relatively secure. Our forces were unable to complete their prescribed mission due to intervening circumstances quite beyond their control, but they still are an undefeated command of high morale and marked battle efficiency. " On December 12th MacArthur's headquarters issued a release which said that "Chinese Communist forces, advancing slowly wi th the center of the mass veering toward the center of the Korean peninsula [were] taking advantage of a period of no contact to reinforce and resupply. "
