ministers in Moscow. Arrangements were not adequate
for keeping the President fully and currently in-
formed of the progress or lack of progress of the
meeting. This was partly because the problem was
novel, and, partly because it would have required
adding substantially to the Secretary's entourage,
which Mr. Byrnes disliked. The President fretted
at the silence. Then came the communique which was
published before the Department could relay it to
the President at Independence. He was dissatis-
fied with parts of it, in some measure, I think,
through a misunderstanding.
In this situation we had a message from Mr.
Byrnes that he would shortly after his return make
a radio report and directing that the arrangements
be made. Here was a problem, since I knew that the
President would regard the proper procedure a.s a
report to him and a public statement thereafter with
his approval. Accordingly I made the radio arrange-
ments as Mr. Byrnes directed and informed the
President what I had done, adding that I was sure
that Mr. Byrnes would go directly to the President
from the plane. The President, was, as I foresaw,
not pleased.
