    "ocrText": "Rewrite, Record 1\n4.\nat San Francisco. I said I was in so far as it had\nto do with congressional representation. He then\nsaid that he would like to be there and thought that\nit would be advisable and to everybody's advantage\nthat he should be. I explained to him that I didn't\nthink that was possible because we had some pretty\nheavy requests from the for ign affairs committees\nand the military committees of both Houses. If we\nwent outside of certain committees, then we got into\ntroublesome questions in both the House and the\nSenate. He said that was a problem for me to deal\nwith and of no concern to him. I then went to\nSenator McKellar, who was the Chairman of the\nAppropriations Committee and laid the situation\nbefore him, pointing out that this could cause\na great deal of difficulty on his Committee both\nin regard to lis own position as Chairman and with\nregard to the seniority of other members of the\nCommittee. Senator McKellar contracted out of the\noperation and said that it would make no trouble\nfor him and that he would have no more to do with\nit. I went to see the Vice President and laid the\nmatter before him. The Vice President said that\nthis was an outrageous performance and that we\nshould not accede to Senator McCarran's request."
