Rewrite, Record 1 4. at San Francisco. I said I was in so far as it had to do with congressional representation. He then said that he would like to be there and thought that it would be advisable and to everybody's advantage that he should be. I explained to him that I didn't think that was possible because we had some pretty heavy requests from the for ign affairs committees and the military committees of both Houses. If we went outside of certain committees, then we got into troublesome questions in both the House and the Senate. He said that was a problem for me to deal with and of no concern to him. I then went to Senator McKellar, who was the Chairman of the Appropriations Committee and laid the situation before him, pointing out that this could cause a great deal of difficulty on his Committee both in regard to lis own position as Chairman and with regard to the seniority of other members of the Committee. Senator McKellar contracted out of the operation and said that it would make no trouble for him and that he would have no more to do with it. I went to see the Vice President and laid the matter before him. The Vice President said that this was an outrageous performance and that we should not accede to Senator McCarran's request.
