Senator McCarran was\nChairman of the Benanker Sub-committee of the Senate Appropriations\nCommittee on State Department matters, and he had the\nthe State Department\nAppropriation Bill in the Sub-committee. Senator McCarran sent for me.\nHe isks ol whe this\nattachance at\nIthought it was true that I was working out the proper arrangaments for San Francisco.\nI said I was in so far as it had to do with congressional representation. He\nthen\nsaid that he would like to be there and thought that it would be advisable and\nadvantage\nto everybody's relationships that he should be. I explained to him that I didn't\npretty heavy requests from the\nthink that was possible because we had some difficulties of our relations committee,\nand the military committees of with minuses\nforeign affairs committee$ Markle. and matters of that sort. If we went outside\nof certain committees then we got into very troublesome questions in both the\nof\nHouse and the Senate, and he said that was a problem for me to deal with and no\nto\nChairman\nlonger concerned him. I then went to Senator McKellar who was the/xxxxx of the\nprinting\nAppropriations Committee and layed the situation before hime Finding out that\nthis could cause a great deal of difficulty on his committee both in regard to\nhis own position as chairman and with regard to the seniority of other members\nNATIONAL\nARCHIVES AND\n15"
