da...and finally, that there was a policy of the exchange of populations between the areas
which were under quadri-partite administration, and those which were to be administeeed by
Poland, and I think some by Csechoslovakia. The populations were to be exchanged in an
with
orderly and humane manner. That was the idea of the occupation tx/which the four allies
started out. In the actual experionce, in the period from 44 to 149, was the complete
breakdown of almost every policy which was laid down, and every attempt at cooperation.
And it seened to us that the roasons behind thid experience was the attempt of the Soviet
Union to get an iron grip on Eastern Germany, to produce weakness and disintegretation in
Western Germany, and as the econony and the social structure and the government of Western
Germany began to dissolve, then to get its grip on Western Germany. That seemed. to be the
program, and it was a program which was being carried on by the Russians during a period
whore their efforts - 145, 146, - in Iran; those years, and the years following. in Greece

and Turkey; and at the same time in Italy and France - seemed to show a very large pincors

novement going on by the Soviet Union, with operations in the east beginning with
Greece and Turkey. and in the west Germany. France and Italy - where you were playing for
large stakes in the westernmost pincer movenent. If that lost, you had important stakes
in the next one in Italy. If that lost, then the Greek-Turkish operation was a good one,
and if none of those was successful, then the operation in Iran was a good one. So that
they had a great many bets out here, and seened to promise sone results - important results.
The Greek-Turkish one was a particularly important bet, because here the pincers operated
straits
on two sides of the and it was pretty clear that if you von on either side, you
vere going to win on both sides. You weren't going to have a strong Turkey if Groece went
to pieces; you veren't going to have a Greece if Turkey vent to pieces. And furthermore,
each country to the west, which might be penetrated, would automatically bring about the
collapse of countries to the east of that. If Franco vent communist, Italy and Groece
vere through; if Italy vent commmist, Greece was through; and if Greece went communist
Turkey was in trouble; and if they all vent communist Iran was in trouble. So they had
a very good arrangement worked out. Going down to a little closer analysis of what happened
in the years - the period 45-146 was the period in which the United States established
