7/16/53 - 4 One or two other matters. here is an exchange between Sen. Hickenlooper and myself which arose later in the course of the gruet debate that caused trouble. Sen Hicken- looper talks for quite a long time. Then there was a heading in the printed text which is of course not part of the transcript, but the editor puts in, which says "Ilo Plms to Send American Troops to Europe". That is the editor's interpretation of the following exchange: Sen. Hickenlooper goes on at the end of a long speech here 17 I believe you said earlier in your testimony today that it was contenplated that a great portion of the armament, or the developed armament, of Western Europe in the nations of this Pact would that be carried und r their oun weight. I presume/that refers also to the manpower in their an interested armies. da I in getting the answers as to whether or not we are expected to supply substantial numbers, by that I do not mean a thousand or two, or Live hundred or anything of that kind, but a very substantial number of troops and troop man? organizations-mericar troops-- to imploment the land power of Western Europe pior to aggression. Is that contemplated under Article 3 where we agree to maintain and develop the collective capacity to resist? In other words, are we going to be expected to send substantial numbers of troops over there as a more or less permanent contribution to the development of these countries' capacity to resist?" Sec. Acheson: The answer to that question, Senator, is a clear and absolute "No." Sen. Hickenlooper: That is sufficient. That is all, Mr. Chairman. Now later on under the great debate where Gen. Marshall announced that the plan was to have six divisions in Europe, that we then had four and were going to send two more, Hickenlooper called me up-wor I was up testifying or something or other,--and we had quite an exchange which was very sharp, tempers were somewhat frayed about its I said what was the fact that my thought when I was saying these things, that what I was concentrating on was Art. 3 of the Treaty and the obligations under Art. 3, and the Senator's question was "Are we going to be expected to send these large numbers of troops?" which I said I thought he meant, and I think I was justified in thinking it, are we
