VOTE: Didn't get the impression that there is any difference in perspective (Mr. Jessup?) or d ifference in historical evaluation because of the fact that there had been prior considerations in some detail. Because the people who finally made up the ir minds=mmost of the people had been in the earlier considerations-were in fact there. A large number of them were. That t he final putting of the sea line was due to an irrevicable commitment made at some ot her date. Sure, there was considerable work done on it. But when the thing was finally agreed to if was agreed to in light of t he circunstances that were then there.
