MR. ACHESON: the

DR. I would like to ask one question about a rather special problem
which seems to de to have been a failure for reasons that are not
clear, but it could vell be after Paul talis. Let me say what it

vinter of 148 - a .49. above all in the spring of 14 and the
summer of '49, that an effort was made to bring the United States
and the United Kingdom together on their atomic and military.

It started here, I think, in this place. It didn't happen, and
I thought that maybe an inquiry into the dauses of this failure
would not be uninteresting, Now, that may be unrelated.
MR. ACHESOM: That's a very complicated thing.
DR. OPPENHEINOR: I know - I think I Jnow about nine of the ten points, but the
tenth I don't. Maybe it's urrolated to the question you want to
discuss. I think the equivocal position taken by the Defense
Department is related to the failure of this, but I am not sure.
MR. NITZM:
I don't believe I can contribute to this particular problem, because
this was one that was wholly in George's hands, and I didn't par-
ticipate in this particular one except by the by. One point I
did want to make, and that is that Loui S Johnson did have a point,
really, and that vas that, as far as we were concerned in the
State Department, at lower levels then the Secretary, we were not
at all interested in the views that the Secretary of State - the
Secretary of Defense or his assistants, really. What we vere
