MR. NITZE: I think it is relevant to this point that afterwards I think we
worked this thing out on a much better basis. I think under Bob
Lovett's regime it was possible for the people down the line in
the State Department to work directly with the military people
and the Joint Chiefs of Staff on a continuing basis. to try to
get some depth into the consideration of the problems which were
before us, not to decide the issues, but to make a recommendation
both to the Secretary of Defense and the Secretary of State. And
this worked perfectly vell, and Bob never interfered in this
close relationship, and I think this is the way it ought to be

done. because the military fellows are the fellows that the

State Department fellows need to help out in order to make sense

about issues; and the State Department fellows are the fellows
that the military need in order to give them an insight into the
political aspects of these things. And the decision should be
taken by the President on the advice of the Secretary of Defense
and the Secretary of State, In order to get depth into the staff
work, you have got to do it directly between the military and
the State Department people, and you can't do it lirectly with - -
it gets weakened if you do it with the Secretary of Defense's
direct staff.
MR. ACHESON: Let me add something further to this. The greatest possible
change occurred when Louis Johnson resigned and General Marshall
became Secretary of Defense. General Marshall sent for me and
said, "I have read the orders my predecessor issued. I am not
going to change one of them. These orders are all going to
