MR. ACHESON: We talked about the compaign in Korea; we had the clearest idea
among ourselves of the utter madness and folly of what MacArthur
was doing moving up in the north; we discussed the whole military
program we were trying to producé - everything which vent on we
talked about as freely as we would talk about it in this room.
Now, this was something which happened at the top. I think there
was a completely free discussion at all levels, Would you say
that?
VOICE:
Yes.
MR. ACHISSON: Now, when we came to Bob Lovett's administration, there was some-

although all the communication was just as free as it was before,
there was not to my mind the complete disclosure on the part of
the Secretary of Defensõ' mind to my mind. This was a problem
which I discussed with Averell many times, and Averell and I
discussed it with Bob. I don't suppose any three people have
ever been closer to one another than Lovett and Harriman and me.
We had grown up - we vere children together, and yet General
Marshall would tell us everything that was in his mind; Bob
Lovett wouldn't tell us anything that was in his mind.
? MR. GRAHAM:
Was that a characteristic of his personality?
MR. ACHESON: Vell. all I am saying is it was a fact. He never withheld any
fact from us, but the point was we would say. "Why aren't we
doing better? Here we've got a billion - four billion and a
half - seven billion dollars - all of this foreign aid. Why
aren't we getting any foreign aid out of the end of this pipe?
Here we pour in billions and billions of dollars in one end,
