ACHESON: lot of papers come to me that seem to me unrealistic, and, you\nknow, you say, *Well, there will be a meeting on this, and somebody\nwill...* but you don't pay any particular attention to it, and\ntime goes on, and suddenly the thing builds up and up and up, and\nfinally - the time when this thing absolutely overwhelmed me was\nin the late summer of '51, when I saw that what we were doing was\nabsolutely destroying ourselves and all our allies, and the whole\nbusiness was going to hell in a hack. And I remember you came\nover, and you and I sat on the corner of 18th Street and\nPennsylvania Avenue, and I was having a meeting with the British\nand the French, and you came up and you said, #This whole\nbusiness is just absolutely catastrophic. At that point the\nraw material prices were going up, everybody was bankrupt.\n(indistinct) We were all in terrible shape. and Averell said,\n\"This whole military business has gotten utterly out of hand.*\n(Mr. Harriman)\nCRUMANY\nVOICE:\nExcuse me, was this the late summer of 50, wasn't it?\nARCHIVES & \"NATIONAL RECORDS ADMIN FORM\nMR.
