MR. ACHESON: lot of papers come to me that seem to me unrealistic, and, you
know, you say, *Well, there will be a meeting on this, and somebody
will...* but you don't pay any particular attention to it, and
time goes on, and suddenly the thing builds up and up and up, and
finally - the time when this thing absolutely overwhelmed me was
in the late summer of '51, when I saw that what we were doing was
absolutely destroying ourselves and all our allies, and the whole
business was going to hell in a hack. And I remember you came
over, and you and I sat on the corner of 18th Street and
Pennsylvania Avenue, and I was having a meeting with the British
and the French, and you came up and you said, #This whole
business is just absolutely catastrophic. At that point the
raw material prices were going up, everybody was bankrupt.
(indistinct) We were all in terrible shape. and Averell said,
"This whole military business has gotten utterly out of hand.*

MR. ACHESON: Well. I am skipping - I have got a lot of notes here to gò back
over, but I wanted - just wanted to say when the thing overpovered
me. I remember it so well, because I remember the exact moment
of Averell and Chip sitting with me before a meeting with Herbert
Morrison and Schuman. We were up in that building on the corner
of 18th Street and Pennsylvania Avenue, and you said, "This thing
is really going down the drain. We are ruining our allies, we
are ruining. (indistinct). And all the things that hadn't
