    "ocrText": "10/11/53 - Reel 6, track 1 - Page 13\nMR. ACHESON:\nmeetings, Bevin and Shuman asked for instructions from their\ngovernments. Those came about the time our second meeting took\nplace on the 18th. So that we were discussing this with NATO on\nthe 15th, 16th and 18th without the Fronch and British having\ninstructions - final instructions. All the time this was going on,\nwe were having a vigozous time in the General Assembly, and on the\n20th I made a speech about uniting for peace. We were interrupting\nthese meetings all the time for discussions and lobbying and that\nsort of thing. At the end of our meeting on the 18th with the\nForeign Ministers, it was decided that the Defense Ministers should\nbe sent for, so on the 20th (Mock?) and Shinwell left for New York,\nand on the 21st General Marshall came up from Washington, so that\nthe morning and afternoon of Friday the 22nd there were meetings\nbetween the Foreign Ministers and the Defense Ministers of the three\npowers, attended by (Mock?), Shinwell and General Marshall as well\nas the Foreign Ministers. On the evening of the 22nd there was a\nmeeting between the French and the United States Defense Ministers\nTRUMAN\nand Foreign Ministers. On the morning of Saturday the 23rd there\nwas another meeting of the six ministers. On Monday the 25th I\nARCHIVESA \"NATIONAL RECORDS ADMIN.\nES\nspent the entire morning with theBenelux people, going over thu\nwith them what we had talked about in relation to Germany, and also\ntrying to find out where they stood on this German matter. On the\nafternoon of the 26th, the NATO Council met again, and adopted the\nresolution and gave out the communique, which put this matter in\nsuspense until we could get further with the Frnech, and which\nfinally led to the meeting in Brussels. But that is the schedule,\nand it was about as vigorous a two weeks as I think I have ever spent.\nThe two weeks opened by Louis Johnson resigning on the 11th or 12th,"
