MR. ACHESON:
Well, this note, I think, was made in New York .
It was either
made in New York or in Washington at the meeting from the 12th to
the 18th, because it was made in some meeting at which Mock was
present and made a statement which caused me to ask somebody this
questión. I don't know whether it was in New York or Washington.
MR. PERKINS
Well, I .wasn't in New York when Mock was there. During that time,
I was back in Washington, but I should think that that referred
to the stationing of the French standing army in Germany, rather
than their moving their occupation troops forward, because they
were then consideraing substantially increasing the number of
divisions which France had. I think that's what he had in mind:
that they move their troops into Germany. Wouldn't that fill this
vacuum (that existed?)
MR. ACHESON:
I think it does. Now, the answer that Hank, or somebody, wrote -
TRUMAN
I said "Have we done any work on this?" - this question of a

unified command in Germany - not a NATO command, but a unified

command of the three occupying forces in Germany. The answer is
"No, we haven'1 t. Our military have never agreed that there should
be any unification of command east of the Rhine. By the time these
French troops are in Germany, we should have our supreme commander
in Europe. Lastly, there is no need of unified command in Germany
as long as assigned defense sectors are back of the Rhine. II That
was the answer to this question about have we any
Now, here
are some notes which were apparently made during the course of
the discussions in NATO, and I can't tell what somebody else said,
and what are my comments on what was said here. The second paper,
which is about Shumann, perhaps I had better read first, because
that is clearer. It says, "Shumann says the German units would not
be made up of volunteers. That is, they would be consripted. I
