The Americans and the Prench and the British got got\ntogether and I think it was about the second day came up with an agreement\non the desirability of a TCC commttee and agreed amongst thenselves that\nat breakfast\nany R\nthey would canvass or inform the rest of the delegations the following\nthat\nmorning, which was done, except, the French forgot to tell the Pelgians\nUS.\nand Zan Veeland being chairman of the meetings, he was pretty annoyed\nwhen this thing was sprung at the meeting and he had never heard of\nit. lly recollection isthnt that was the basic difficulty that caused\nthe appointment of the Committee of Twelve, rather than the Com ittee\nof Three.\nMR. HARRIMAN:\nOne difficulty that we had was that it was agreed that each country\nwould be TX presented by a minister and Gaitskell was the British\nminister and was to have functioned as I did as a member of the\nexecutive committee. Fortunately's he was not availab le during the\ntook his place\ncanpaign'and therefore his deputy Plouden, who wats in a position of\na senior civil servant. Then the French, we agreed that it should le\nMonnet, rather than a minister, and Mounet was sort of half way between\na inister and a civil servant. I was very glad to have Nonnet because\nhe did have a positi n in the Trench government and he was quite forceful\nthen\nsoal you could get hin to agree on subjects. ut Blouden did really a\ntack\nvery very fine job and through his capabilities and through his atteel\nho was able to toke the place of Gaitskoll in dealing with the ministers\nwithout resentment. We had sone difficulty with Monnet because be\nhas ideas that are not always feasible.\nMR. ACHESON:\nI thinic this whole operation of the TCC is worth a great deal of thought\nand study by those who are interested in the problems arising out of the\noperation of coalition.
