MR. PERKINS:
Well, there were various steps taken, depending on the nature of the
problem. For instance, on the Russion notes they finally worked around and
before the notes were sent, they vere shown to the permanent council.
That wont through a series of steps before it got to that point. There
were other things that were discussed in the council, such as Yugoslavia,
so
Trieste, and things of that kind. 1 fair amount of progress has been
made, although it is not in any sense shom. It is not public from the
point of view of the other membors of NATO. A good deal has been done

to satisfy them that they are being included in political discussions- of
things which they are interested in. And I think B177 Draper is entitled

to * good mriofor that; he worked very hard on that and beat Mashington
over the head all he could [confused], but Bill was in a position to
implement it, whereas Chuck was not.
MR. HARRIMAN:
Well, then of course, you remember the argument at Lisbon about the
seat of NATO, and ono of the important arguments was to get it at the
same capitol or the same spot where o.E.C. was. The pressure of

led to the decision to move the seat of NATO to Paris.
