They were also going to be five hundred million dollars, which was a
part of the six hundred million dollars in-the hole, on their internal
budget, as their balance of payments problem required our doing something
in regard to the six hundred million. And their internal difficulties,
they said right away, are going to involve aid to the extent of five
hundred million--it didn't mean it was eleven hundred millio, but
six. Now what are you going to do about that now? And we had a
series of meetings. Bob Lovett was in Paris, Averell was there, Frank
Nash, and several people from the StatedDepartment and myself, and our
efforts were to get Averell and Bob who had all the money--nobody else
had any money--to make some commitments by which the French could go
CONTINUE
ahead--now this was not a finality, but they could go ahead with the
assurance that their foreign exchange problem would be taken care of
and certain things done on this aid business. This resulted in
quite a poker game between Averell and Bob, in which various people
were trying to take all Averell's money away from him and Bdo not spend
any of his. Averell was fully able to maintain his end of that contest.
And did. A whole series of near-agreementswere worked out with the
French, by which we agreed that we would go ahead very vigorously on
American military expenditures in France--airfields and that sort of
thing, if the French would make it possible.

an airfield and a man had a crop of wheat in the ground and his deputy
