Vast policies, like what you're going to\ndo about Europe in case of attack, have nothing whatever -- no relevance\nupon a situation like Korea. And the general implication of this argument\nthat\nis that, since we did go into Korea, we should have said we were going to\ngo into Korea before it happened.\nNow, in the first place, if you had said that, you would have been immediately\nrepudiated by all the Congress and all the press and all the people in the\nUnited States --\nVOICE:\nAnd all the Europeans.\nMR. ACHESON:\nand everybody else. You are saying something in a situation which is\npurely theoretical, which everyone would have rejected. That's one thing.\nIf that had not happened to you, you would have profoundly affected what\nhappened in Korea, because you would in effect have given South Korea such\nan underwriting that their whole conduct would have been qui te different and\nit would have been\n/very provocative and very belligerent.
