MR. KENNAN:
Our bewilderment came from the fact that we moved into this again without
recognizing this very important fact.
DR. OPPENHEIMER : Was there any touch of that with the German prisoners during the second
world war? Any sign that any of them regarded themselves as political
refugees?
MR. NITZE:
I never heard of it
MR. KENNAN :
I think not. They. of course, the Russians prisoners in Germany--the
Germans had precisely this difficulty and handled it very brutally by
permitting hundreds of thousands of Russian prisoners to die behind barbed
wire out in the fields in the East, because they didn't want to feed them
and didn't know what to do with them.
MR. RUSK:
I think the question that went out from the Germans in Wold War II might
be left open, because I think there is a good deal of material available
on that-I don't happen to know the details, but a good deal of work
was done with the Germans who were in camps in this country by way of
democratic reeducation and that sort of thing, but I just don't happen to
know what it was.
TRUMAN
MR. KENNAN:
The men were afraid to go home after the war.
ARCHIVENA ADMINY
DR. OPPENHEIMER:
Well, the regime hadn't been changed.
VOICE:
No.
MR. JESSUP:
I was just thinking that, along that line of the German prisoners, there
were people--the Polish, Italians and so on-who were more or less in the
category of political refugees when they were captured. Isn't that true?
I mean people who had been.
DR. OPP NHEIMER:
Impressed
MR. JESSUP:
Serving=-impressed with the Germant Army. When they were liberated, they
felt thenselves liberated rather than captured.
MR. KENNAN:
There were over 800,000 Russians fighting in German uniform--that is,
attired in German uniforms and serving in one way or another at the end
of World War II, but nost of them, I think, quite voluntarily.
