was a very effective rule. There was one rather entertaining thing that
happened before we started off* for San Francisco. Foster Dulles came to
see me about what he described as "the roles that we should play at San
Francisco." So I sai d that whatever roles he wanted me to play I'd be
glad to play. He said that there were two things to be done: one was to
preside over the Conference, which would be sort of an honorary job
without any onerous duties, and that usually fell to the Foreign Minister

of the host state, and ordinarily that was what I would do. The other
one was to be what he called the "Floor Menager"--the floor leader of the
fight, and that would require a good deal more knowledge of the treaty
and its intrácacies than I had, and he thought it would be wise if he
were the floor manager. It seemed to me that he had correctly appraised

the situation, and it surely was not a pleasant task to argue with him,
so I said, "Surely, anything you want to do we'll do.' So that's what
we did, and it turned out that he had made a most able guess as to what
was going to happen. At the meeting in San Francisco, there was-from
my own point of view, the most vivid recollection I have was that I was
really very ill indeed while this meeting was going on. The afternoon
that the meeting was going to convene we were having a nux caucus with
the Latin American group-Foster and I and Luke Battle and all the Latinos,
and I proceeded to faint in the middle of this meeting and had to be
of the
carried room. The President was in San Francisco, and my
secretary telephoned to get hold of his doctor. The President got very
x excited and the doctor came down and I was given various shots of one
thing or another and taken home and put to bed, and the meeting
convened at 7:30 that night. So I was taken out of bed and brought down
to the Municipal Auditorium, or the Opera House in San Francisco, really
feeling quite badly. My only problem was whether I could stand up long
enough to say the few words I had to say to open the meeting and intro-
