MR. RUSK:
I think one footnote to this might be added: this was the first major
conference that had carefully and completely covered by TV. This was
also the inauguration of a nation-wide TV hook-up, and the delegations
were seated on the orchestra pit-that is, on the orchestra floor--of the
Opera House, with the press and TV up in the balcony and galleries. On
one of the
the second day/x friendly press men came around and said, "I don't know
whether you people realize it or not,
but the men on the telephoto lens can read the notes
that you people are pasi ng to each other on the floor down there. And
I
tested that on one occasion by writing on a piece of paper as though
I were writing to my neighbor, "I hope you men on the telephoto lens are
proud of your technical accomplishment and your professional ethics," and
just let it lie there on my left. And I got a rise out of one of the TV
people later on, so I know that that was a fact. So that interjects
approach?

You may have told of this when I wasn't here. Were the Japanese present
at San Francisco?
MR. ACHESON:
Yes, the Japanese were present.
