(confusion) Kansas a ARCHIVES A TRUMAN "NATIONAL RECORDS 1 AK an ADMIN DR. OPPENHEIMER: Was the Conference administrative agreement? (?) MR. RUSK: They were quite separate. DR. OPPENHEIMER: Yes They need both to be discussed. So shall we leave it at that tonight? MR. ACHESON: Yes. -Ow MR. ACHESON: Last night we were talking about our plan of procedure at San Francisco and pretty well discussed that. There was one item about it that was interesting in a small way: In putting this up to the Latin American group, we thought about it pretty carefully as to how to do it. Under Eddie Miller's advice, we proceeded in three stages, which worked beautifully. First of all, we had a very small group, which consisted of the Brasilians, the Colombians and the Mexicans, and we told them about what the procedure was and pledged them to great secrecy about this, which we knew would not be successful and that they were bound to leak. that they had been bolected to hear But they were very much pleased/about this, whereupon they went around and leaked a good deal of this to some of their brethren, mostly on the view that it was their own suggestion: We then got a larger group of five or six, went over it with them, and then we had the meeting of the whole lot. They enthusiastically accepted this program--this was the rules of the San Francisco meeting, which were very severe indeed, provided that the temporary Chairman could rule arbitrarily until the permament Chairman was elected. And the first thing to do after he was elected was to adopt the rules, and the rules said that the first order of business should be the adoption of the treaty, without any advance business possible, and when that was done, the next order of business was adjournment. It
