attacks on well fortified positions. In a meeting which Ridgeway had
worked out-before it became SCAP, I think--he worked out a system of
concentrated fire and artillery at various depths which produced tremen-
dous havoc in support of our air attack. Now, it was in this period-
it went from April, as I recall it, to sometime in June--that two things
occurred. One was some conversations which George Kennan held, and the
other was an attempt which was made through Allen Kirk to form some sort
of contact with the Chinese. As to that latter, I don't remember very
well about it except that it did occur, or he attempted to do it; and
perhaps somebody else here-1-Dean Rusk, maybe
DR. OPPENHEIMER: That was when he was in Moscow--that was when he was in Moscow?
MR. ACHESON:
Yes, that was when he was in Moscow. But I think the first one that
we might talk about is the conversation or conversations which George
had with Mal ik. I think the best way to get that is for George to tell
it. We ought to note on the record that this-all of thise-has not been

made public in any way and that this should be held very closely until
the whole Korea matter has calmed down or until the documents in this
field have been released.
MR. KENNAN:
I must say that I am not well prepared to talk about this because I
kept
no records of my own with regard to what happened, and the details of it
are not clear in my memory. I did make memoranda and turned them in;
but I don't know where they are in the Government and I kept no copies
of them. What I can recollect about it is simply this. If my memory
is correct, I was down in Washington in May and talked at that time with
Matthews and some of the others about this questi on of a Korean truce.
I told them that I thought that the Soviets must want a truce, and if
there were only S ome way in which one could approach them and make sure
of that, perhaps something could be done. And I told Matthews that if
I could be of any help to him in that way, I would be glad to do so.
