3/14/54: Reel 1, Track 1 ( age 7 of the Japanese surrender--what was not known by either the military people present or by the State Department people present was that the 38th parallel had been at the turn of the century a position of conversa- tion between the Russians and the Japanese about the divisi on of spheres of influence in Korea. MR. KENNAN: That's correct. MR. RUSK: Now, if you remember that, and if you recall that at the time of your talks there was nothing said which would lead the Russians to expect any- thing other than the 38th parallel, then when we came forward with an existing military line as a basis for the truce, that must have come as a very great shock to them, in the sense that that gave them a very, very difficult policy question to deal with. MR. KENNAN : My recollection is, while it is vague, that we did not discuss the truce in terms of the 38th parallel, but in terms of approximately the present MAN line of battle. That's my recollection. We left room for negotiation, NY ADMINT obviously, because I didn't mean to negotiate the truce with him but U.S. merely to find out whether they would be prepared to talk on a certain basis MR. RUSK: I wonder, did not Malik's statement make reference to the 38th parallel? VOICE: That ought to be here in the consensus of his- MR. JESSUP: Yes, but in the quote on page 9 of Synopsis G and the quote from Malik's speech, he refers to an armistice providing that a mutual withdrawal of forces from the 38th parallel MR. RUSK: Yes; that reinforces my memory that at the time had I been a Russian I would have been greatly surprised had anything other than the 38th parallel been put forward. MR. KENNAN: Of course, what was discussed here was only a military agreement; and my own recollection was that it envisaged something approximating the present line of battle and with the possibility of a mutual retirement from that line. Now, I think he twisted that in his speech--end of the 38th parallel, because he speaks about it.
