And it wasn it until one of these issues suddenly boiled up, as in the Tunis
and Morocco case and to a certain extent in the South African case, that
you and other top-level people addressed yourselves to the problem. And
then you were suddenly confronted with all of those arguments about
whether you'd stand with France or whether you'd cater to the Arab-Nation
bloc and try to hold the balance between them. And I think that that has
been one of the difficulties in the management of it--recognizing the
fact which Dean Rusk referred to a little earlier-that you can it go
knocking at the White House do or every 15 minutes, and you can it bother
the Secretary of State with every detail. I still think that we could
have anticipated some of the issues which would come to the fore later
and could have dealt with them at a high level a little earlier. Also,
it seems to me, that one of the aspects of the UN operation that you do
have an opportunity again through 300 days of the year to be doing
things in terms of your relations with other delegations in the handling
of committee sessions and so on, which ought to be done with a good deal
more attention to the possible future importance of them. Too often we
have allowed them to be handled in a routine way so that again when you,
for instance, came up to a General Assembly
