There didn't seem to be tension; there seemed to be con- tentment and relaxation; the attitude both in the city and in the country- side seemed to be one of calm and quiet and people going about their affairs. I was particularly impressed, for instance, in going to see Salazar. There were no police; there were no soldiers; as far as one could see, there were no secret service people. There wasn It anyone, except for a rather decrepit old functionary, who met us at the side door of the government building in which Salazar had his offices, and there took us up in a rickety old elevator to the second floor. There/was practically no one around. There were two young men who were secretaries; no stenographers in evidence, no bustle, no telephones around.
