HARRIMAN:\nI'm not so sure it's as simple as that; I think that the main difficulty\nhe'd got into was he'o bet on the Germans and the Turks bet on the Allies.\npolitical\nMR. NITZE:\nThe Turks are a unified people today and responsive to/leadership\nand capable of backing a political leader, whereas the Iranians are not.\nThey distrust each other; they 're all individualists. The Iranians are the\nFrench of the Middle East.\nMR. ROSENAU:\nThat leads me to another question-ways in which perhaps Iran is unique--\nisn't it a single-product country?\nMR. NITZE:\nYou mean oil? They don't have much else.\nMR. ROSENAU:\nMr. Acheson was talking about a (indistinct) of this area; I wonder if this\nisn't one way in which it is importantly unique in Iran--it all revolves\nabout one product.\nthat\nMR. ACHESON:\nYes, what I tried to say about its being a clinic is not/this is typical in\nall respects of everything that happens in the area, but what is very typical\nwhoke\na\nin this/area is that when trouble starts, it is/three-cornered or a four-\ncornered trouble; you have the particular interest of the Middle Eastern\ncountry, whatever it may be, or the North African outfit; and then you have\ntwo allies-usually ourselves; we're always in this thing, and France or\nBritain or the Dutch in Indonesia, or whatever it may be.
