    "ocrText": "5/15/54: Reel 4, Track 1, Page 4\nthis was really not the best way to secure American contracts; if the result\nof a breach of contract was that a country went Communist and disappeared,\nit didn't insure you against its happening somewhere else. And after a\nLe--there were a couple of men in this American oil industry who took\na very helpful and constructive view of this, and after a while their col-\nleagues came around, and we finally goi them into a state of cooperation and\nwent along with that. We worked out a proposal and we sent it off to Mossa-\ndegh; Loy Henderson came back and worked with us all the time this was being\nwas\nevolved and did colossal work. He would stay for a little while in Teheran\nand labor with Mossie--and again, Mossadegh would not have any of his people\n43 COVTRN any\nwi th him to see Loy; Loy would come into his bedroom, and nothing was\nwritten down; nothing would be allowed to be put on record of any sort. And\nthen Loy came over here and talked with us; and then he felw back when the\nproposals were made to Mossadegh. And we made these proposals the very end\nof December or the early part of January. Mossadegh replied, and his first\nhopeful\nreplies seemed to be very, indeed. They said there were a few\nwent to work and we\nthings that had to be worked out, and bent the British around\nthe post quite a bit; then we got down so it was a matter of days. I think\nour last meeting and our last telegram was held and sent on the 19th of\nJanuary, 1953, when we finished up on January 20th at noon. We had not had\nthe\nx\na reply elegram which we sent when our administration went out of\noffice and I disappeared and didn't know any more.\nVOICE: MR. NITZE: I can comment on what happened thereafter.\nMR. ACHESON:\nfinish up what happened after that time, but it seemed in the last few\ndays that we were very close\nMR. NITZE:\nIf Mossie had put out a statement to the press saying that a deal was going\nto be done and only one or two details had to be worked out, that we had got\nall matters of principle worked out, you could have expected a solution\nwithin a few days.
