July 11, 1952 MEMORANDUM FOR MR. DAWSON SUBJECT: Bureau of Security and Consular Affairs in the State Department. With reference to our proposal that the new Bureau of Security and Consular Affairs to be established in the State Department under the McCarran Immigration and Nationality Act, should have a director who is in sympathy with the Administration policy on immigration, you will be interested to know that I have had a con- versation on this subject today with Mr. Harry Rosen- field. I asked him for suggestions of persons to fill this job, and also asked him how he would react to being chosen for it himself. He suggested Earl Harrison, former Commissioner of Immigration, for the job, as well as a couple of other names. He felt that he would be interested in doing the job himself, although he realized its great difficulties. He thought the job should be tied in with work for a revision of our immigration law. He called my attention to the fact that this pro- vision, together with most of the provisions of the McCarran Act, do not take effect until December 23, 1952. Consequently, the vacancy will not exist until then. However, he strongly urged that anyone who was to take the job should be given some kind of an appointment in the State Department, having some connection with the work of this future bureau, before the effective date of the Act. He said it was essential for the new director of the Bureau to get into the drafting of the regulations, which he understands is now going forward under the direction of Mr. Alexander, the Deputy Chief of the Visa Division. He said it would be unfortunate for the officer in charge to come into the picture after the regulations had been drawn and adopted -- and with- out having had anything to say about then. NARA
